Secretary Zhang Qing-wei accurately summarized the ＂Three Natures＂ contradictions of institution, structure and re- sources in his report of Heilongjiang Party Congress, laying a solid foundation of knowing the situation in our province and dissolving the difficult problems during all-round prosperity. ＂Three Natures＂ contradiction is the rational knowledge and accurate summary of the situation of our province, and the scientific application of the spirit in the two speeches of general secretary Xi Jin-ping in our province, providing scientific efforts and factual basis in order to ensure the all-round prosperity and development in the next five years.
