输电线路通道附着物测算系统的设计与开发

Design and development for cost measurement system of attachments of transmission line corridors

由于地区电网的附着物补偿标准与特高压工程标准存在不一致,导致了补偿费用纠纷频繁发生。从费用测算系统的设计目标出发,构建了费用测算、法律咨询、数据库管理、系统维护等主要功能模块,并分析了补偿费用信息流在系统模块之间的流动过程,研制一套输电线路通道附着物补偿管理及测算系统。运行结果表明,该系统能够帮助电网公司快速进行附着物补偿费用的测算和提高补偿纠纷的解决效率。

Because attachments compensation standard is not Consistent between regional power grid and UHV power project,so it lead to frequent disputes on compensation costs. Based on the design goal of cost measurement system of attachments,we constructed cost estimation,legal advice,database management,system maintenance functional modules and so on,and analyzed the flowing of information in the cost measurement system of attachments. At the same time,we developed a cost measurement system of attachments of transmission line corridors. The operation results show that this system could help grid-state estimate compensation cost fast and improve efficiency to resolve compensation disputes.
