东盟各国是中国"21世纪海上丝绸之路"建设的重要沿线国家,而东盟国家所在的东南亚地区同时又是跨境犯罪行为十分猖獗的地区。因此,中国有必要在既有的合作基础上,加强与东盟国家间的执法安全合作。中国与东盟国家可以通过完善部长级对话会的顶层设计,充实高官会的具体职能,建设澜沧江-湄公河综合执法安全合作中心,加强执法能力建设和组建执法专家委员会等方式,提高区域、次区域以及双边层面的执法安全合作水平,为"21世纪海上丝绸之路"建设保驾护航。
