在医疗市场中,必须明确"政府"与"市场"的涵义,重构政府与市场的关系。在医改实践中观察"政府"与"市场"的分殊,窥探东西方对二者的不同理解,并由此导致了不同的医改路径。强调回归政治经济学的研究视角,为当前卫生资源配置开辟一条新路径可以为医疗市场的改革寻求更多的共识。力求医疗市场改革能够从价值理念出发去设计政策路径,在历史性的生产关系中去理解一个时代的卫生改革,进而透过"供给侧改革"推动新医改进一步深化,实现和谐增长的目标。

In the medical market, it is necessary to clarify the meaning of the ＂government＂ and the ＂market＂, and reconstruct the relations between government and market.By analyzing the differences between the ＂government-oriented＂ health care system and the ＂market-oriented＂ health care system in the practice of health care reform, the authors argued that the different understandings towards this issue in the East and the West led to different paths of medical reforms.It emphasized the returning of the research perspective of political economy would open up a new path for the current allocation of health resources to find more consensus for the reform of the medical market.It is necessary to design policy path for medical market reform from the concept of value, to evaluate the health care reform in the historical relations of production, so as to promote the deepening of new medical reform and achieve the goal of harmonious grow through the ＂supply side reform＂.
