铁路计量是计量学在铁路行业的应用,既要满足计量学的本质任务要求,又具有铁路专业管理特色和行业特点。针对铁路计量不同于通用计量的专业性、实用性、系统性等特点和铁路改革发展新时期对计量的保证多样化、信息化、标准化等需求,提出大计量、服务、应用理念,明确铁路计量适应技术发展和运输生产需求的定位,探讨量传溯源技术发展方向和管理工作重点,充分发挥计量对铁路运输安全、质量、效益、效率协同发展的保障作用。

Railway metrology is not only an application of metrology to the railway industry, but also has to meet the essential mission requirements of metrology. Moreover, it has the management features and industrial characteristics of railways. With a view to features of railway metrology, such as speciality, practicability and systematicness, etc., which are different from general metrology, as well as the requirements of railway reform and development in a new era, such as assurance diversity, informatization and standardization, etc., the article puts forward the con- cept of greater metrology, service and application. It clearly points out the functional orientation that adapts to the technical development and transport ＆ production requirements, discusses the development direction of the value transfer and traceability technology and the focus on management, giving the assurance role of metrology in coordi- nated development of railway transport, safety, quality, benefits and efficiency into full play.
