Reality Difficulties and System Breakthrough:The Trend and Access of Academic Evaluation System Development

长期以来,学术评价僵滞化已是不争的事实。其总体呈现出"三重三轻"现象,即重数量轻质量、重理论价值轻实用价值以及重硬实力轻软实力。学术评价体系亟待改良,需要从微观和宏观两个层面着力推进。从微观角度审视,学术评价机构的公正科学是实现学术评价体系发展的基本保障;从宏观角度审视,学术评价体制改革是实现学术评价体系发展的根本路径。

There is no doubt that academic evaluation has been stagnated for a long period, which overall presents a phenome-non of ＂three focuses and three despises＂---attaching importance to quantity, theoretical value and hard power, but neglecting quality, practical value as well as soft power. Academic evaluation system is in urgent need to be reformed form micro and macro two aspects. From microcosmic perspective, academic evaluation institutions＇ just and science is a basic guarantee to realize the academic evaluation system development. From the macroscopic angle, the academic evaluation system reform is the fundamental path to develop the academic evaluation system.
