城镇化建设的快速发展和自然地块的高强度开发,已造成城市下垫面不透水性不断增强,导致城市雨水径流量增加,现有地下排水管道"负债"累累。从2014年后,国务院办公厅以及各级地方政府将海绵城市纳入到城市建设全过程,成为缓解及应对城市内涝的一项强有力措施。

High strength development of the rapid development of urbanization and the natural land has caused the increasing of city underlying surface water, leading to the city rainwater runoff increased, the existing underground drainage pipeline ＂liability＂ is numerous, from 2014, the general office of the State Council and the local government will be incorporated into the whole process of sponge city the construction is a powerfnl measure to alleviate the city waterlogging and countermeasures.
