摘要
运用利益相关者理论,对京、沪、苏、川、渝五地城市轨道交通PPP项目的干系人进行识别和细分,根据PPP项目的特点,将其全生命周期划分为决策融资、建设和特许经营3个阶段,结合多维细分法和Michelle评分法,从影响力、主动性和利益紧迫性3个维度对各阶段内的干系人进行评分,最终将干系人分为核心型、蛰伏型和边缘型三大类。同时,阐释不同干系人分类结果存在差异性的原因。结果表明,PPP模式下轨道交通项目的干系人在项目全生命周期不同阶段的重要性、作用及角色各不相同,进而对项目产生不同的影响。
Stakeholder theory is used to identify and subdivide the stakeholders of public-private partnership for Urban Rail Transit in Beijing, Shanghai, Jiangsu, Sichuan, and Chongqing. According to the characteristics of PPP project, project life cycle is divided into three stages: decision-making financing, construction and operation. Combined with multi-dimensional classification and Michelle score-based approach, grading their influence, initiative and beneficial urgency, the stakeholders are finally divided into three types: the central one, the delitescent one and the fringe one. And what causes the difference among them is elucidated as well. The result shows that under the PPP project for urban rail transit project, different stakeholders in different positions have different functions and play different roles at each stage of the whole life cycle, which takes different effects on this project.
