摘要
"小产权房"和保障性住房都是中国在房改过程中急需解决的两大问题,两者的开发动机虽然不同,但是在社会功能及覆盖范围上却存着很多相似之处。将"小产权房"变更为保障性住房,既能改变中低收入者无力购买商品房尴尬窘境,又能有效地扩大保障性住房的来源,而且可以为部分"小产权房"提供一个合法的解决路径,具有一定的现实意义。本论文分析研究了"小产权房"变更为保障性住房的可行性及其具体方法,为我国"小产权房"问题的解决提供参考。
Small property right houses and indemnificatory housing are two major problems in China's housing reform process. Although completely different in the development of motivation, they are similar on the social function and cover- age. Changing small property right houses into indemnificatory housing is of great significance. This method ean alleviate the embarrassing situation that the low - income people can not afford to buy real estate, enlarge indemnificatory housing sources. At the same time, this can provide small property right houses a legal status. It has a very important significance. Under this premise, constructs the circulation and management thought which can provide certain reference significance for the problem of the small property right houses.
