我国农村基层水务管理改革对策——以北京市为例

Research of the reform countermeasures in grass-root water affairs management in China——a case study of Beijing

新时期我国农村基层治理结构发生了深刻变化,需要针对农村基层水务管理存在的关键问题推进系统性改革。结合我国农村基层水务治理的发展趋势分析,探讨了北京市农村基层农民用水协会及农村管水员队伍建设现状及存在的关键问题,并基于北京市相关改革实践,提出了我国农村基层水务管理改革的对策,可以为深化落实节水优先的治水管水新战略提供决策参考。

In the new era, China＇s rural grassroots governance structure has undergone profound changes, and it is neces- sary to promote systematic reform in the rural grass-roots water affairs management aiming to practical problem solving. The paper firstly analyzes the new trends of grass-roots water affairs management in rural china; then, taking Beijing as a case study, focuses on the key problems in operation of the Water Users Association of Farmers in Beijing suburban; and lastly, puts forward some countermeasures and suggestions so as to offer reference for policy-makers and deepen the im- plementation of the new strategy of water-saving priority in water affairs management in practice.
