山西省农村贫困劳动力转移就业培训研究

Research on employment training of labor transfer from poor rural sareas in Shanxi Province

扶贫攻坚是我国"十三五"期间最重要的一项工作,加强对农村贫困劳动力的精准教育培训,实现贫困劳动力的稳定就业是打赢脱贫攻坚战的有效手段。从山西贫困农村劳动力的就业转移培训现状入手,深入剖析了山西省贫困劳动力转移就业培训面临贫困劳动力文化素质较低、贫困地区产业支撑条件差、转移就业培训目标不明确、培训考核评价体系不完善、就业转移培训组织管理较分散等困境及原因,从而提出要以市场为导向,政府搭平台,通过加大培训宣传和贫困村产业扶贫力度、构建完善的农民就业培训和考核评价体系从而促进农村贫困劳动力就业创业,最终实现精准脱贫目标。

Poverty alleviation is one of the most important work during the 13th Five-Year Plan period in China. To strengthen the targeted training for poor rural labor and realize the stable employment of poor labor is an effective mean to win the battle against poverty. The research, starting from the status of poor rural labor transfer employment training in Shanxi Province, deeply analyzes the obstacles faced by labor transfer employment training, including low cultural quali- ty, poor industry support, obscure goals of transfer employment training, imperfect evaluation system is, the decentral- ized organization of transfer employment training management, etc. Countermeasures are proposed accordingly： take the market as the guidance, construct the platform, through intensifying training propaganda and rural industry for poverty alleviation, build perfect peasant employment training and evaluation system, so as to promote rural poor labor employ- ment and entrepreneurship, ultimately achieve poverty alleviation.
