主体功能区间生态补偿协调的构想

Conception of Ecological Compensation Coordination in Major Function Oriented Zones

不同主体功能区的功能定位和发展方向不同,各类功能区的生态环境资源配置的不均衡性,决定了各功能区生态服务功能和效益的不均衡性,这使得对各类主体功能区进行生态补偿时会产生各种冲突。研究中将生态补偿看作是一种资源,研究各功能区在获取这一特殊资源过程中的冲突与协调问题。认为冲突主要表现在生态效益的空间转移和生态效益共享2个层面上,并对这2个层面的冲突进行了博弈分析。基于冲突构建了政府财政调控机制、区域生态合作机制、区域生态交易机制去协调主体功能之间的协调发展。基于Shapley法,构建不同偏好下的生态补偿效益分配模型,对主体功能区间生态补偿协调机制进行优化。认为各主体功能区只有形成联盟,利用独有自然资源的优势共同保护,才能够使得区域经济达到共赢,生态补偿效益达到最大化。

Every major function oriented zone has different orientation and development direction, which cause the imbalance of ecological service function and benefit, it therefore generates some difficulties and conflicts during implement ecological compensation for major function oriented zones. How to eliminate the conflict and promote the smooth establishment of development major function oriented zones, and guarantee the balance of the welfare, it need efforts to solve when development and construction of major function oriented zone in the future. Ecological compensation is regarded as a resource in this research, the conflicts and coordination problems arise when every major function oriented zone acquire the re- sources. The study suggested that conflicts have two levels： one is ecological benefit space transfer, another is ecological benefit sharing. The game analysis was carried for two conflicts. Based on these conflicts, it built the government financial regulation mechanism, the regional ecological cooperation mechanism,the regional ecological trading mechanism, by which coordinating harmonious development of major func- tion oriented zones. Based on Shapley method, it built a model of ecological compensation benefits distri- bution under different preferences, which optimized those coordination mechanisms. The study results im- plied that the ecological compensation benefits could be maximized when major function oriented zones forms the union.
