京津冀协同发展背景下河北省人才引进策略

京津冀协同发展明确了河北省的功能定位。河北省人力资源丰富,整体受教育程度偏低,职业培训和职业规范建设有待加强,产业分布不均衡,经济发展水平与科研投入水平以及体制和产业结构等方面存在的问题影响河北省的人才引进。建议成立常设机构,理顺人才合作政策体系;加大教育投入,健全人才培养机制;充分保障人才权益,建立人才权益保护机制;建立高端人才聚集和流通项目,增强人才承载能力;创新人才用工和薪酬制度,引进高端人才。

Collaborative development of Beijing, Tianjin and Hebei clarifies the function of Hebei prov- ince. Hebei is rich in human resources, but their educational background is low, industrial and economic growth poor, and investment inefficient in research and development. All this hinders the introduction of talents. Therefore, this paper puts forward countermeasures.
