摘要
目前蒙古文资源建设还处于各自为政的封闭状态,这不仅造成资源的重复建设,增加了资源建设的成本,降低了资源的使用效率,也成为了蒙古文资源共建共享保障体系建设的瓶颈。本文通过保障体系评价指标的构建,确立包括科学指标权重在内的评估指标体系是蒙古文资源共建共享保障体系建设顺利实施和提高评价指标信度和效度的关键。运用层次分析法(AHP)为保障体系确定关键性影响因素的指标间权重提供了可行的途径。同时有针对性地分析问题,找出关键性影响因素,并针对这些影响因素提出了相关的解决措施。
At present, the Mongolian resources construction is still in a closed state that lacking coordination, even among different institutions there is confidentiality while constructing Mongolian medicine resources. The duplication of resources not only increases the cost but also leads to information islands that reduce the resource utilization efficiency, which becomes a bottleneck of co-construction and sharing system of Mongolian resources. This article, analyzing the basis and principle of evaluation index of security system construction, proposes that the evaluation index that including index weight of science is the key while constructing co-construction and sharing system of Mongolian resources as well as improving the reliability and validity of the system. It applies analytic hierarchy process (AHP) to provide a feasible way to determine the weight of the key factors in the security system. Through the analysis of the key problem, it finds out the key influencing factors, and puts forward the relevant measures according to these factors as well as the effective path of Mongolian resources construction, and achieved a certain effect through practice, which is helpful in guiding the construction of Mongolian resources security system along the direction of sustainable development.
