环境规制对我国循环经济绩效的影响研究——基于生态创新的视角

Study on the Influence of Environmental Regulation on the Circular Economy Performance: Perspective of Eco-innovation

绩效始终都是经济发展的最主要指标之一,循环经济发展也离不开对绩效的衡量。环境规制、地区差别对于我国循环经济发展具有重要的影响。通过对循环经济绩效理论模型的分析发现,环境规制与循环经济绩效之间呈U型关系。进一步的实证结果分析表明:第一,基于生态创新视角下的循环经济绩效在我国东、中、西部地区发展不均衡。第二,政府的环境规制行为对中西部地区的循环经济绩效的U型影响在统计上是显著的。第三,工业企业的治理污染投资所形成的环境规制强度对东、中、西部地区U型影响在统计上是显著的。通过对实证结果的分析提出如下建议:东部地区需继续加强环境规制强度,中西部地区在承接产业转移中要继续发挥政府环境规制的主导作用,避免走"先污染、后治理"老路,促进产业结构调整与升级,降低污染密集度,努力提高公民的受教育程度,以促进我国各地区循环经济绩效的提升。

Performance is always one of the major indicators of economic development; the refore the measure of the performance is of great importance for circular economy. Environmental regulation and regional disparity are important factors which influence the development of China＇ s circular economy. Through the analysis of the theoretical model of circular economy performance, we find that the relationship between environmental regulation and circular economic performance is U-type. Further empirical analysis shows that the performance of circular economy based on coo-innovation is unbalanced in China＇ s eastern, central and western regions. It is statistically significant in the U-type influence of government＇ s environmental regulation behavior to the central and western regions＇ performance. It is also statistically significant that environment regulation of industrial enterprises in pollution investment affects the performance of circular economy in eastern, central and western regions. The resuhs show that the eastern regions should continue to strengthen environmental regulation intensity, the central and westem regions ＇ government~ should continue to play leading role of environmental regulation in the industrial transfer process, avoiding to go old paths of ＂polluting before treatment ＂, promoting industrial structure adjustment, reducing pollution intensity, and striving to improve the citizens＇ level of education, so that we can promote the circular economic development performance in all parts of the country.
