山西省国有林场领办非国有扶贫林场问题探析

The Analysis on the Problems of Shanxi State-owned Forest Farm Directly Running Non-state Poverty Alleviation Forest Farm

在当前全社会扶贫攻坚大潮中,国有林场通过领办非国有扶贫林场的做法,把集体林改后分散的林地资源集中经营管理,进而实现林业提质增效、农民增收致富的双赢目标,是林业发展与脱贫攻坚的有机结合。文章针对国有林场领办非国有扶贫林场的做法,提出了现实可行性和领办过程中的一系列问题,探析了解决问题的办法和对策。

In the current stage of poverty alleviation in the whole society,state-owned forest farms run non-state poverty alleviation forest farms to centralize management of the decentralized forest resources after reforming the collective forest,to achieve a win-win situation of improving the quality and effects and leading peasants to become affluence,which is the combination of forestry development and poverty alleviation works.This article aimed at the the action of state-owned forest farms running non-state forest farms for poverty alleviation,proposed a series of problems about running process and the feasibility,At last,it discussed the solution and countermeasures to these problems.
