摘要 为了给"十三五"能源约束性控制提供政策建议,推动全社会节能降耗工作的有效开展,本文通过分析现有节能约束机制存在的问题,发扬和汲取原有的节能工作亮点,规避和完善"十一五"以来节能工作中存在的不足,提出以能源消费增量考核和能耗调配机制为基础,建立"双控双核"节能降耗考核机制。"双控双核"实际上是一种能耗调配机制,优质的能源用在优质的项目上,并最大限度的减少劣质项目用能。 In order to "The Thirteenth Five -year Plan" binding energy control policy recommendations, to promote the effective implementation of energy - saving work of the whole society. By analyzing the ex- isting problems of energy conservation and restraint mechanisms, promote energy conservation and high- lights the original draw, to avoid shortage and improve "the Eleventh Five - year Plan" energy - saving work, and put forward to the assessment of energy consumption increment and the energy deployment mechanism based on the establishment of "dual control dual - core" energy saving evaluation mecha- nism.
