高标准基本农田建设项目的实施与管理分析

Analysis on implementation and management of the high standard basic farmland construction project

随着人口持续增长和城镇建设用地的不断扩展,传统的农业生产方式和农业管理体制已经不能满足现代农业发展和粮食供给的需要。建设高标准基本农田为有效推进我国农业现代化发展,增强粮食保障能力,提高耕地数量与质量,改善农村基础配套设施,充分发挥规模效益提供了良好契机。文章研究了高标准基本农田建设项目的实施与管理,分析了项目建设实施与管理过程中存在的问题,并提出了相应的实施措施与管理对策。

With the continuous growth of population and the constant expansion of urban construction land, the traditional mode of agricultural production and agricultural management system can not meet the needs of modern agricultural development and food supply. Constructing high standard basic farmland provides a good opportunity to speed up agricultural modernization in China, to enhance the ability of securing China＇s grain harvest, to raise the quantity and quality of cultivated land, and to improve rural facilities and maximize the wholesale advantages. This paper mainly studies the implementation and management of the high standard basic farmland construction projects, analyzes the problems existing in the implementation and management of project construction, and puts forward the corresponding implementation measures and management countermeasures.
