The Development Demand of Characteristic Agriculture in Shanxi and Its Legal Response

特色农业在山西农业现代化乃至经济全面转型进程中具有突出的地位和作用。针对当前特色农业发展中存在的产业化发育程度不足等问题及其提出的产业要素培育、保护激励机制、积极推动政府干预等发展诉求,要注重采取法治化的方式,进一步加强地方立法工作,通过制定关于特色农业的基础性法规、明确政府在发展特色农业中的法定职能、完善特色农产品标准体系以及完善特色农业配套法规制度等举措,以地方立法引领和推动我省特色农业发展。

Characteristic agriculture has prominent status and function in the process of agricultural modernization in Shanxi and even in the process of overall economic transformation. According to the current lack of industrializa- tion development in characteristic agriculture, and the development demands put forward, such as the cultivation of industrial factors, the protection of incentive mechanisms, and the positive government intervention, we should pay attention to the adoption of the rule of law in order to further strengthen local legislation. Through making basic laws and regulations of characteristic agriculture, making clear the legal functions of the government in devel- oping characteristic agriculture, improving the standard system of characteristic agricultural products and perfecting the necessary laws and regulations for characteristic agriculture, local legislation will lead and promote the develop- ment of characteristic agriculture in our province.
