国家在高等教育中的投入使得学校在办学环境、规模和质量上有了显著的提高,但管理上的滞后和缺位也凸显出一些有待解决的问题。本着法治精神治理高校,建立健全各种预警和应急机制,提高校园应对突发事件和风险的能力,是推进高校治理体系和治理能力现代化的有效手段和重要途径。

The input into higher education by the state has improved the university＇ s environment, scale and quality substantially, but the lag and absence of management resulted in some problems. It is an effective means and important channel for modernization of university management system and governance ability to follow the spirit of rule of law, establish various early warning and emergency response mechanism and improve the ability to deal with emergencies and risks on campus.
