基于新疆兵地共治的高等教育资源共享机制构建

Construction of Higher Education Resources Sharing Mechanism Based on Co-Management of XUAR and XPCC

兵地两套高等教育体系是新疆高等教育的主要特色,将二者紧密联结起来需以制度为前提,其中资源共享机制是制度构建的基础与关键。该文就构建兵地高等教育资源共享机制之范畴、动力、保障进行探讨,认为共享机制的范畴分为有形的人力资源、物力资源和财力资源,以及无形的智力信息资源、品牌资源、文化资源和社会资源。而资源共享的动力有价值共识,高校的利益权衡,学术、市场、政府间的力量博弈。此外,信息对称与开放、产权明晰与知识产权保护、利益补偿机制、政策制度保障等内容是共享机制建立的有效保障。

Having two systems of higher education （XUAR and XPCC） is the major feature in Xinjiang higher education. To link them closely needs to take institutions as the basis and among the institutions the resource sharing mechanism is the foundation and key in institution construction. The paper is an investigation of the range, motivation force, protection of the institution construction. We hold the opinion that the range can be divided in two parts： the visible human resources, material resources and financial resources, and the invisible intellectual information resources, brand resources, cultural resources and social resources. For the motivation force, it includes value sharing, interest balance, force balancing between universities, markets and governments. Besides, information symmetry and opening, clear property right and intellectual property protection, interest compensation mechanism, policy protection are the protection terms in the construction.
