保山人口较少民族扶贫效益及问题研究

A Study on the Benefits and Problems of Poverty Alleviation of Small Ethnic Groups in Baoshan

近年来保山人口较少民族扶贫工作已经取得了长足的进步,且已经基本涵盖我国扶贫模式的大多数类型,取得了一些可贵经验。与此同时,保山人口较少民族扶贫仍存在着扶贫模式基础动力不足、扶贫模式实施不平衡、阶段式推进缓慢等问题。从现状调查出发,提出当前保山应该继续采取有效措施,利用具有普遍适用型的扶贫模式来对人口较少民族进行扶贫的同时,还应该进一步加大扶贫模式的实施力度,从效益优先的前提下,进一步加大财政扶贫模式、产业化扶贫模式、对口帮扶扶贫模式和整村推进扶贫模式等模式实施力度。

In recent years, the poverty alleviation work in Baoshan has made great progress and gained valuable experience, it has basically covered most types of the poverty alleviation model in China. At the same time, there are still some problems such as lack of the basic motive force, unbalanced implementation and slow progress in the poverty alleviation work of ethnic groups in Baoshan. This paper studies the present situation of the research target and proposes that Baoshan should continue to take effective measures, adopt universal poverty alleviation model to help the small ethnic groups, further intensify the implementation of poverty alleviation model, strengthen financial poverty alleviation, industrialization poverty alleviation, counterpart aid poverty alleviation, and whole village poverty alleviation models.
