第三方参与政府购买残疾人公共服务的经验与启示——以北京市西城区温馨家园综合改革试点工作为例

文章以北京市西城区温馨家园综合改革试点工作为实证案例,系统总结了第三方通过"项目化设计,使购买服务精准到位""程序化购买,使购买服务提质增效""科学化评估,使购买服务监管到位"等综合性、配套性、实效性举措,为完善政府购买残疾人公共服务体系,优化购买服务流程,提升残疾人公共服务的供给质量与效益提供了实务经验。并在此基础之上,探讨了第三方与政府建立更紧密的合作伙伴关系,以期使第三方在政府购买残疾人公共服务中发挥更大的作用。

The article is based on the positive case of pilot reform for the Sweet Homes of disabled people in Xicheng District. It is a practical experience that the comprehensive, supporting and effective measures on project design, programmed purchase and scientific evaluation which perfected the system of Government＇s Purchase Public Service for the Disabled People, optimized the process, and improved supple quality. Moreover, the article discussed how to establish the partership between the third party and the government so that the third party can play a greater role in the Government＇s Purchase Public Service for the Disabled People.
