The article introduces the main content of Guideline No.1071 issued by the International Association of Marine Aids to Navigation and Lighthouse Authorities（IALA）, explains the background and types of service for the establishment of vessel traffic service（VTS） beyond the territorial seas, as well as the procedures for IMO approval. It analyzes the guidance from Guideline No. 1071 in setting up VTS along the coast of China and provides suggestions on the establishment of such VTS in Shidao, taking foreign cases into consideration.
