文中阐述了海事系统教育培训的现状,分析了开放式网络教育培训模式建设的必要性,介绍了天津海事局开放式网络教育培训模式在创新教育培训模式、创新信息资源开发和创新网络教育培训管理制度等方面的相关举措,实现在教育培训理念、学习模式、培训管理评估、青年人才培养等多方面的创新突破。

Based on an introduction of the existing conditions of the education and training of the maritime administration system, the paper analyzes the necessity of establishing the mode of open network education and training. It introduces the practice of Tianjin MSA in applying the mode in making innovations in education and training mode, information resources development and the management system for network education and training. An innovative breakthrough has been made in many aspects, including education and training concept, learning mode, training and management assessment, and young talents cultivation.
