摘要
目的了解广西省南宁市基层医疗卫生机构公共卫生服务人力资源现状,为促进基本公共卫生服务均等化提供对策和建议。方法采用描述性分析和卡方检验分析2016年南宁市基层医疗机构公共卫生服务人员人力资源现况。结果南宁市共有基层医疗机构(卫生院、卫生服务中心/站)176家,公共卫生服务人员1 392人,人员配置为0.199人/千人;基层医疗机构从事公共卫生服务人员占卫生技术人员比例为15.22%;年龄最小19岁、最大65岁,平均年龄35.82岁,以青壮年为主;中专和大学专科分别占43.61%和42.46%;临床医学(39.94%)和护理专业(36.06%)为主,士级和初级构成最多,分别占45.04%和23.49%。结论南宁市基层医疗机构公共卫生服务队伍存在人员少、经验相对缺乏、学历低、专业化程度低、职称低等情况;应加强人力投入,改善基层医疗卫生人员的工作、生活环境和条件,提高公共卫生服务人员的收入,不断完善考核、晋升机制,为公共卫生服务人员提供更多的职称晋升机会,吸引更多新毕业公共卫生专业大学生充实基层公共卫生队伍。
Objective To learn about the present situation of human resources of public health service in primary medical institutions in Nanning city, Guangxi province and provide countermeasures and suggestions for equalization of the public health service. Methods Descriptive analysis, Chi-Square were performed to investigate the basic conditions of workers in public health service in Nanning, 2016. Results Data showed that the region had a total of 176 medical institutions at grassroots, and 1 392 public health service workers, with personnel configuration of 0.199/thousand. The number of the public health service personnel accounted for 15.22% of the medical workers. The minimum age was 19 years and the maximum65 years, with the median of 35.82 years. Education background of secondary technical school and junior college accounted for 43.61% and 42.46%, respectively, majoring in clinical medicine(39.94%) and nursing(36.06%). The title of assistant doctors and junior title occupied 45.04% and 23.49%. Conclusions There are few people in public health service, lack of experience, low degree of education, specialization and professional title. It is advised to increase investment, take effective measures to attract more public health graduate students to join primary medical institutions, by improving working and living conditions and the income of the public health worker, and reforming job promotion system.
