转型中的社会保障治理:政策扩张对治理能力的挑战与应对

Social Security Governance in Transition: the Impact of Policy Expansion on Governance and Its Solutions

自21世纪以来,党和政府日益重视社会政策在国家发展中的重要作用。在这一背景下,我国经历了一段社会保障政策快速扩张的时期,大量新的社会保障政策不断涌现。然而,社会保障政策的扩展和财政投入的增加并没有充分转化为人民的福祉,公众对社会保障政策的获得感并不强。产生这一反差的原因在于社会保障治理能力没有适应社会保障政策的快速发展。为此,有必要从政策制定与执行间协调、职能部门间协调、职能部门政策执行力、社会保障统筹层次、政策执行中的政治干扰和社会保障治理理念等维度阐释社会保障治理能力不足的具体表现。有效的社会保障政策执行需要与之相匹配的社会保障治理能力,中国社会保障政策实践亟需迈向以社会保障为导向的公共行政,进而推进社会保障治理能力现代化。

Since the beginning the 21^(st) century, the government pays more attention to the role of social policies in the developmentof the state. In this context, China's social policies have expanded rapidly. However, newly enacted social policies and increased investment have not been completely translated into people's wellbeing. As a result, the public cannot feel it keenly. This is ascribable to the failure of social security governance to keep pace with the rapid development of social policies. The paper discusses the expressions of insufficient social security governance in the coordination between policy formulation and implementation, the coordination between organizations involved, the enforcement of these policies, and the levels of social security, political interference and social security governance philosophy. The paper argues that effective social security entails equally effective social security governance, that China's social security policies should develop toward social security-oriented public administration so as to modernize social security governance.
