农村集体产权制度股份化改革的实践经验与效果评价——基于山东试点区的调研

Practice Experience and Effect Assessment on System Demutualisation Reform of Rural Collective Property Rights Based on Investigation and Survey in Experimental Unit in Shandong

农村集体产权制度改革对维护农户财产权益、壮大农村集体经济、推进农业现代化、实现城乡一体化意义重大。本研究以山东试点区为调研对象,从农村集体资产清算、集体经济组织性质、股权管理、股权设置与转让四个方面进行实践经验的总结,并对农村集体产权制度改革的现实效果进行评价。基于以上分析,推进集体产权制度改革需要在集体成员资格标准的确立、集体经济组织法人治理结构的科学合理、农村集体产权交易平台的创立以及相关法律法规的健全与完善等方面加快试点试验,以促进农村经济的健康快速发展。

The system reform of rural collective property rights has great significance to maintain the property rights and interests of farmers,strengthen the rural collective economy,promote the agricultural modernization and realize the urban and rural integration. Taking Shandong experimental unit as research object,the practice experience was summarized from the 4 aspects,liquidation of rural collective assets,nature of collective economic organizations and management,setup and transfer of stock-ownership,then the practical effect was evaluated. Based on the above analysis,to promote the reform of collective property rights system,the aspects such as the establishment of collective membership criteria,the scientific and reasonable corporate governance structure of collective economic organizations,the establishment of rural collective property rights trading platform and the strengthening and perfecting of relevant laws and regulations,should be speeded up in experimental unit. It could promote the healthy and rapid development of rural economy.
