this paper analyzes the structure, staffing and functioning of market monitoring authorities and the monitoring indices and tool in the U. S. electricity markets,with an intent to provide relevant references for the electricity market reform in China. The two decade＇s experience in the U.S. electricity market shows that market monitoring with legal authority and effective market monitoring system are the key to find the market design flaws and safeguard an efficient electricity market.
