摘要
社会资本通过PPP模式参与垃圾处理设施的建设与运营,可以在实现垃圾资源化、无害化处理的同时解决政府财政压力的问题。确定一个科学合理的特许定价模型对于PPP垃圾焚烧发电项目的正常运营及推广普及具有重要意义。本文采用系统动力学方法,在Vensim软件辅助下建立了PPP垃圾焚烧发电项目垃圾处理费的定价模型,并在采用实际案例验证该模型科学合理性的基础上给出了关于特许定价的政策建议。
Allow social capital, through PPP(Public-Private Partnership)mode, to participate in the construction and operation of waste disposal facilities can help to treat the waste harmlessly and solve the problem of government financial pressure at the same time. Establishing a scientific and reasonable pricing model is of great significance for the operation and promotion of PPP WTE(Waste-to-energy) incineration projects. This paper adopts the method of system dynamics to establish the pricing model of the waste disposal fee of PPP WTE incineration projects with the help of Vensim software. The validity of the model is verified by an actual case. Finally, this paper gives some policy suggestions on the pricing of Waste-to-energy Incineration Projects.
