市场失灵与水产养殖保险的本土化模式--基于五省市水产养殖试点的比较研究

Market failures and localization schemas:comparative study of the aquaculture insurance at Guangdong,Zhejiang,Ningbo,Shanghai and Sichuan

2007年以来,在中央政策的强力支持下,我国农业保险的试验获得了重要突破和稳健发展。与此同时,水产养殖保险发展则相对停滞不前。相对于种植业和畜牧业,水产养殖业具有更高的系统性风险和更严重的信息不对称,由此导致了更为严重的市场失灵。针对这一现状,本文选择了近年来持续开展了水产养殖保险试点的五个地区,通过比较研究,探讨水产养殖保险的本土化模式及其在克服市场失灵方面存在问题及取得经验。

Since 2007, China＇s experiment of agricultural insurance obtained the important breakthrough and steady development by the strong support of the policy of central government. Meanwhile, the aquaculture insurance is relatively stagnant. Compared with the farming and animal husbandry, the aquaculture industry has higher systemic risk and more serious information asymmetry, which led to more serious market failure. In order to solve this situation, the study selects five regions which continued to carry out the aquaculture insurance in recent years, to discuss the localization schemas of aquaculture insurance and sum up the problems and experience of how to conquer the market failures through the comparative study.
