Constructing Social Assistance System and Balancing Urban and Rural Development: Taking Taicang City for Example

推进社会救助体系的城乡统筹发展,保障城乡居民平等的社会救助权利,这既是社会政策的核心追求,也是新型城镇化的应有之义。太仓市将社会救助制度建设融入地方经济发展之中,在推进实现城乡统筹并轨的同时建立起更为积极、更具发展性的社会救助体系,为实现城乡居民共建共享社会发展成果做出了卓有成效的尝试。当然,太仓的探索也存在进一步改进和完善的地方。分析太仓经验,揭示其深层理念、逻辑与阙如,对于当前中国社会救助体系的城乡统筹发展与制度转型,实现制度的预期目标及推进实现共建共享与新型城镇化等均有重要的意义。

Constructing social assistance system and balancing urban and rural development aims to protect the equal rights of urban and rural residents,which not only indicates the core pursuit based on social policy but also shows the proper explanation of the new urbanization. The Taicang City incorporates social assistance system into the local economic development,establishes a more positive and more developmental social assistance system to balance urban and rural development and makes a very fruitful attempt of sharing social development achievements for urban and rural residents. The exploration of Taicang has yet to be further improved and perfected. Thus,it is of great significance to analyze the experience of Taicang and reveal its deep philosophy,logic and deficiency for the development and transformation of social assistance system to achieve the expected goal, and realize sharing and new urbanization in current China.
