A Comprehensive Comment on the Magistrate of Dongjun in the Han Dynasty

东郡位于黄河中下游地区,在汉代军事上、文化上皆具有独特的地位。因此东郡太守的选任受到中央政府的重视。东郡太守任职者多与帝王或权臣关系密切,他们通常出自显赫的官宦家庭,具备较高的文化素养,刚正不阿的品格,任职前具有优秀的政绩。经过严格选拔的东郡太守职权范围颇广。和平年代,他们肩负惩治犯罪、维持治安,教化百姓、举荐贤能,兴修水利、发展经济等重任。战乱年代,东郡太守执掌军权,军事职权加重。

Dongjun plays a vital role in military and culture during the Han Dynasty. It is located in the middle and lower rea-ches of the Yellow River. Therefore, the central government pays much attention to the selection of the Magistrate of Dongjun. The standard of selection is reflected in the following aspects. The staff members would be appointed for having relationship with the emperor, coming from a renowned family, having the high cultural accomplishment, being upright and outspoken, and having achievements in their previous official career. They have the heavy responsibilities, such as punishing criminal and keeping order, building dams and developing the economy, educating their people and selecting candidates in peace time. Also they led the army in the war time.
