供给侧改革背景下的职工权益保障与职业技能提升——基于产业工人队伍建设的视角

Right Protection and Skill Improvement of Industrial Workers under China's Supply-Side Structural Reform Plan—from the Perspective of the Industrial Workers Team Construction

作为适应和引领经济发展新常态的重大决策部署,供给侧结构性改革的要义在于推进经济结构的转型升级,而经济结构调整的基础在于产业工人队伍的建设。化解过剩产能、提高全要素生产力是供给侧结构性改革的核心途径,相应的,保障分流安置过程中产业工人的劳动经济权益、提高产业工人的职业技能,成为产业工人队伍建设的关键所在。根据国际历史经验及中国的制度和实践现状,职工安置过程中的权益保障、转岗培训是产业工人队伍建设的主要着力点,而职业学校教育、职业技能培训制度、高技能技术人才的培养,则是产业工人队伍建设、提高全要素生产力、实现供给侧结构性改革和经济新常态的核心所在。

As a major policy decision for promoting the New Normal of China’s economy, the substance of Supply-Side Structural Reform Plan is to facilitate the transformation and to upgrade China’s economic structure. Meanwhile, it is the development of industrial workers team that set the foundation for economic transition. Cutting overcapacity and promoting total factor productivity are two main approaches for the Supply-Side Structural Reform Plan. Accordingly, the protection of labor rights during workers resettlement and the promotion of employees’ working skills are the critical factors for the development of industrial workers team construction. Based on international and historical experience as well as the status quo of China’s policy and practices, vocational school training, vocational skill training, and the training of high-skilled technicians and managers are imperative measures for the development of industrial workers, the promotion of total factor productivity, the achievement of Supply-Side Structural Reform and New Normal.
