我国机关事业单位养老保险并轨现存阻碍及对策建议 被引量:17

Barriers of Unifying Pension Systems for Employees in Governmental Organs and Public Institutions in China and the Countermeasures

摘要 当前,我国机关事业单位养老保险制度并轨广受社会各界关注,自改革实施以来,已取得一定进展,但总体看进展缓慢。主要原因在于机关事业单位前期进行的分类、编制、收入分配等方面的改革滞后。社会保障领域关键性改革和信息系统建设还未完成,在一定程度上导致机关事业单位养老保险并轨支撑力不足。为加快机关事业单位养老保险并轨步伐,应尽快完成事业单位分类改革、尽快明确编制改革中涉及的养老问题、加大信息系统建设力度。 Nowadays reform of pension systems for employees in governmental organs and public institutions has been widely concerned. Although the reforms have made some achievement, the overall progress is slow. The barriers of the reform come mainly from some unfinished concerning - reforms such as the reform of pre - classification of the institutions, the reform of the quotas of workers and employees of the institutions, the re- form of income and wage distribution and so on. Others barriers are that the important reforms of social security are not finished, and that information system of social security is not enough. In order to speed up the pace of unifying pension systems for employees in governmental organs and public institutions, we should complete the following tasks as soon as possible: to speed up the reform of the classification of public institutions, to clear the pension problem involved in the reform, and to strengthen the information system construction.
