摘要
公共政府在一定时期内对某级教育的价值取向,影响到它的发展定位和目标。1993年《中国教育改革和发展纲要》第一次有条件地提出普及发展高中阶段教育。二十年来高中阶段教育的实践历程与相关公共教育政策的演进密切相关。高中阶段教育普及发展的路径选择主要经历了普通高中教育为主、中等职业教育为主、以及两者兼顾发展等阶段。在今后相当一段时间内,我们需要不断深化教育体制改革,充分发挥市场机制在教育资源配置中的重要作用;同时,建立科学的教育拨款基准制度和财政转移支付制度,缩小普职之间、区域之间、城乡之间、学校之间的差距,促进高中阶段教育均衡发展。
The value orientation of education of the public government affects the development orientation and target in a certain period. It is in 1993 that the China education reform and development compendium first conditionally put forward popularizing of the senior middle school. We can find that the practice course of the senior middle school is closely related to the evolution of the public education policy within 20 years.The popularizating development path of the senior middle school gives priority to ordinary senior middle school and secondary vocational education,as well as the both phases.We need to deepen reform of education system and give a key role to the market mechanism in the allocation of education resources. At the same time,the public government should establish a scientific education funding system and the fiscal transfer payment system,so as to narrow the gap between general education and vocational education,regions,urban and rural areas,the schools,and promote the balanced development of the senior middle school.
