摘要
大学治理能力现代化是大学治理主体作用于治理对象时,展现出具有制度化、科学化、民主性和标准化等现代性特征的行为素质。而基于大学生劳动权益内部保障责任人不明确、责任人关系不清晰等原因,构建以大学治理体系自身为依托的具备安全普及教育、信息跟踪、法律援助、心理辅导等基本功能的大学生劳动权益内部保障体系对于大学治理能力现代化的推进具有独特的价值。这个内部保障体系的构建运行由校团委、学生处、各院系、学生会及大学生心理健康教育中心等职能部门的相互配合与协调,形成联动机制和治理共同体,从而有效保障从事兼职的大学生的劳动权益,实现大学的治理能力现代化。
The modernization of university governance capability is a kind of behavior quality,which has the characteristics of systematization,scientific,democratic and standardization. For the reason that the responsible person within the labor rights protection of college students' responsibility is not clear and the relationship is not clear,to construct the university governance system itself based on the safety of universal education and information tracking,legal aid,psychological counseling and other basic functions of the college students in the Department of labor rights protection system has its unique value for promoting the university governance capacity modernization.Run by the school Youth League committee,the student work department,the faculty,students union and college students' psychological health education center and other departments of the mutual coordination and cooperation with the construction of the internal security system,form a linkage mechanism and community governance,so as to ensure the students engaged in part-time labor rights and interests,and realize the university governance capacity modernization.
