比较制度优势变迁下的地方政府行为分析——以“苏南模式”为研究对象

The Analysis of Local Government's Behavior Under the Changes of Comparative Institutional Advantages——Taking Sunan Model as the Research Object

在政府、社会、市场的共同发展中,制度的均衡状态与势能变化是地方政府行为重要的政治逻辑依据。文章以苏南模式历史变迁为背景,动态分析苏南模式制度变迁的比较制度优势变化,分析制度失衡、再平衡状态下地方政府的动力、行为与方式。探析苏南模式下地方政府在不同阶段差异化的行为模式与角色扮演,发现比较制度优势是地方精英推动苏南模式变革的内在驱动力,政策环境与制度变化导致精英行为偏好不同,但在政治晋升压力与制度结构束缚下政治精英改革行为走向趋同。

In the common development of government, society and market, institutional equilibrium and comparative institutional advantage changes will be an important political logic for local government. Taking Sunan model as the background, the paper ex-plores comparative institutional advantage changes under different phases and compares the dynamic, behavior and manner of local government in both institutional equilibrium and institutional disequilibrium .By analyzing different patterns of behavior and role playing of Sunan local government, we find that the comparative institutional advantage is the inner driving force for local elites to reform Sunan model, meanwhile, the adjustment of macroscopic policy environment leads to different choices and preference of elites, and finally political elites＇ behavior converge in the same pattern under the stress of political promotion and the constrain of institutional structure.
