摘要
国家资格框架规制职业教育属于社会性规制中的教育规制,职业院校的组织惰性是赋权国家资格框架规制职业教育的缘起,国家资格框架作为国家履行人力资源开发与配置职能的制度载体,其权威性、统筹性、指导性为其规制职业教育赋权确位。国家资格框架规制现代职业教育体系完善、规制职业院校治理能力现代化、规制职业教育成效为本课程构建。基于国家资格框架规制的职业院校应从战略转型、管理重构、文化重塑、人力提升等方面进行职业院校组织再造,以克服职业院校组织惰性,促进职业教育利益最大化的实现。
The national qualification framework regulates vocational education, which belongs to the education regulation of social regulation. The organizational inertia of vocational school is the origin of empowerment national qualification framework regulates vocational education. As the institutional carrier for the state to carry out the human resources development and allocation functions, the authority, coordination and guidance for the regulation of the national qualification framework empowerment reasonably. The national qualification framework regulates the consummation of vocational education system, regulates the modernization in governance capacity of vocational schools as well as the outcome-based course' construction of vocational education. In order to overcome the vocational schools organizational inertia and realize the maximum benefit of vocational education, the vocational schools based on the national qualification framework regulation need to rebuild from the aspects of strategic transformation, managing reconfiguration, cultural reconstruction, human enhancement etc.
