渤海立法中溢油污染联防联控制度构想

The Conception about Joint Prevention and Control System of Oil Spill Pollution in Bohai Sea Special Law

为增强渤海溢油污染防控能力,提高防控实效,应当在渤海管理立法中建立全渤海统一的溢油污染联防联控制度。渤海溢油污染联防联控制度应包括:建立溢油污染联防联控的协调机构、溢油污染防控联合检查制度、溢油污染监视监测制度、溢油污染信息管理制度、溢油污染联动应急处置制度、溢油污染事故评估制度。

To enhance the capacity and efficiency of prevention and control of oil spill pollution in Bohal sea, we should establish joint prevention and control system that unified the whole Bohai sea in Bohai Sea Special Law. The joint prevention and control system of oil spill pollution in Bohai sea is the system that including （ 1 ） establishment of coordination agency of joint prevention and control of oil spill pollution, （ 2 ） joint inspection system of prevention and control of oil spill pollution, （3） monitoring system of oil spill pollution, （4）information management system of oil spill pollution, （5）joint emergency disposal system of oil spill pollution, （6） accident assessment system of oil spill pollution.
