The article comprehensively analyzed the influence of the concept of global tourism on the tourism and the urban and rural construction and put forward some ideas about the location of different types of scenic spots in the global tourism construction. It thoroughly discussed the model and way of construction of scenic spots under the concept of global tourism in Xiangyang city. It provides a strong reference for the tourism construction and urban construction especially in the third-tier cities.
