个人养老指导现状与发展方向探析——以上海市为例

Investigation on the Current Situation and Development Prospect of Individual Elderly Care Service Instruction——Taking Shanghai as an example

在人口老龄化不断加剧、居民养老供给侧改革的背景下,针对目前老年人对个人养老指导的了解及需求问题,设计了调查问卷,通过对上海市八个行政区分层随机抽样调查,并进行统计分析。结果显示个人养老指导存在缺失的情况,对个人养老指导的社会需求巨大,行业亟待建设与发展。个人养老指导应该试点先行,逐步推广;并以政府与社区为主,辅以养老投资企业的间接指导;保障其公益性,开展全方位的个人养老指导。

In the context of aging population and the supply-sided structural reform of home-based elderly care service, questionnaires were designed to study the problems on the knowledge and need of the aged for individual elderly care service instruction. Investigation conducted by stratified random sampling, 1186 people were selected from 8 districts of Shanghai. The result shows that individual elderly care service instruction is in general absent, the demand for it is tremendous and this industry needs to grow. This paper proposes to initiate pilots and expand the industry gradually, be dominated by government and community and be supplemented by private enterprises in order to ensure its commonweal and omnidirectional development of individual elderly care service instruction.
