网络视听节目法规体系的建立和相应监管活动的开展共同建构了良性的监管环境。当下我国的网络视听监管机制形成了"部门监管+自我监督"的基本格局,该格局在有效承担监管职能的同时,面临"监管审核中存在‘弹性区域’""青年亚文化监管认知难"与"自我监督不力"等实际问题。鉴于上述情况,网络视听节目监管优化策略应延循"提升辅助监管组织的监管效力""强化判例借鉴、建立监管大数据库""借鉴国外新媒体技术优化监管环境"和"坚持文化宽容与文化治理并重"几个方面。

The establishing of the system of Intemet audio-visual program laws and the development of corresponding supervision activities construct the benign regulatory environment jointly. At present, the regulatory of Internet audio- visual program forms the basic pattern of ＂supervision department plus self-supervision＂, which effectively undertakes regulatory functions. At the same time, it faces some problems such as ＂regulatory review exists ＇the elastic region＇＂ ＂difficult regulatory cognition of youth subculture＂ and ＂lack of self-supervision＂.
