论新常态下公共管理的困境与出路

新常态这一概念包含经济、政治、社会、文化建设等多个方面。伴随着公共权力运行的制度化、民主化的发展,社会文化和社会治理对公共管理提出了诸多新要求,公共管理的体系和能力与社会现实需要的差距、公共管理手段的落后、社会主流价值观受到严重挑战,以及社会分配不公等问题,共同构成了我国公共管理目前面临的困境。解决这些困境能够为我国国民经济和社会在新常态下的平稳发展提供良好的支撑力量。

The concept of New Normal includes many aspects such as economy, politics, society and culture. With the institutionalization and democratization of public rights, the social culture and social governance have imposed numerous requirements on the public administration. The gap between the system and capability of public administration and the social demands, the lagging-behind of public administration methods, the serious challenges of social mainstream values constitute the dilemma that the public administration now faces. To resolve the dilemma can provide a good support to the national economy and the steady development under the New Normal.
