公务员考核制度缺陷分析与纠偏对策

摘要 公务员考核制度在我国人事行政管理中发挥着不可或缺的作用,与西方的公务员管理历史相比,我国公务员管理起步较晚,1993年颁布的《国家公务员暂行条例》目前依然是我国公务员管理考核的准则与规范,目前我国对公务员考核的制度,是依据公务员条例在我国规范公务员管理的过程中逐步形成的,由于我国对公务员考核起步时间晚,因此出现考核认知模糊,考核标准不规范,方法过于简单等问题,这些问题的存在也会导致考核结果的失真与欠缺公正。公务员考核的工作是国家公务员管理的基础,也是强有力的监督手段,因此改进公务员考核制度,提升考核工作的重要性,改进考核标准,对我国公务员整体水平的提高以及行为管理监督与约束起了积极有效的作用。 The civil service assessment system plays an important role in China' s administrative personnel management. Compared with the western civil service management history, China' s management of civil servants started late. Provisional Regulations on State Civil Servants promulgated in 1993 still serves as the benchmark for China' s civil service management and assessment system. The current civil servant assessment system has been formed with the progress of civil servant management on the basis of Provisional Regulations on State Civil Servants. The lack of fairness and practicality in assessment results are caused by ambiguous recognition to the assessment, improper assessment criteria and low degree of difficulty. The assessment of civil servant is the foundation of the management of civil servant, and also a strong supervision technique. Therefore, improving civil servant assessment system, enhancing the importance of assessment and readjusting assessment standard are positive for promoting the quality of China' s civil servant and supervision of their behavior.
