新加坡高职专业设置开发的流程、特征及启示

摘要 新加坡的理工学院专业设置开发程序严谨,其过程分为新专业需求分析、成立专业筹备小组进行全面筹备、向学校及教育部提请设置批准、课程准备、教学条件准备和反馈与改进六个环节,每个环节又分若干步骤。其专业设置与开发的特点为政府主导作用明显,企业参与新专业设置全过程,学校开发过程严谨,反馈机制保证专业活力。对我们的启示有加强教育主管部门的主导作用,遏制专业设置同质化;发挥行业企业作用,促进专业设置与经济需求契合性;构建反馈机制,推进专业预警与淘汰;推进自主办学,提供资源保障;调整课程结构,使专业教学回归职业等5个方面。 The specialties setting program in Singapore Institutes is strict. The process includes new specialty demand analysis, the establishment of professional team to conduct a comprehensive preparation, applicationof the ap- proval of the establishment for school and the Ministry of Education, course preparation and teaching conditions preparation and feedback and improvement, each process is divided into several steps. The characteristics of its pro- fessional setting and development lead to the obvious role of the government, and the whole process of enterprise participation in new specialties setting. The development process of the school is strict, and the feedback mechanism ensures professional vitality. The followings are the enlightenment to us, to strengthen the leading role of the education department and contain the homogenization of specialties settings;to play the role of industry enterprises and promote the demand of specialties settings and economic fit;to build a feedback mechanism to promote the professional early warning and elimination;to promote autonomy and provide resources and support; to adjusteurrieulum structureand make the professional teaching return to occupation.
