农村教育现代化的理念是人们对农村教育现代化的理性认识、理想追求及其所形成的观念体系。农村教育现代化的理念选择,在内容上既要强调"普适性",更要强调"特殊性";在功能上既要发挥"愿景性",更要反映"现实问题";在主体上既要考虑"全社会",更要考虑"教育圈";在来源上既要追求"现代",也要强调"传统"。农村教育现代化应该秉持尊重、自主、包容、正义和绿色五大发展理念。五大发展理念分别指向了农村教育对象、农村学校管理、城乡教育关系、农村教育行政和农村教育发展模式,构成了具有前后逻辑和层次逻辑的有机整体,有助于指导农村教育现代化政策设计中的现状问题、目标愿景、方法策略和组织保障等基本内容。

The concept of rural education modernization combines a rational understanding,an ideal pursuit and conceptual system of rural education modernization.The concept choice of rural education modernization should emphasize both the＂universality＂and the＂particularity＂from the perspective of the content.And from the perspective of function,the concept choice should be＂forward-looking＂and problem-reflecting.As to the main body,we should not only take＂the whole society＂into account,but also the specific＂educational field＂.As to the resource,we should pursue modernity as well as tradition.Rural education modernization should adhere to five development ideas：respect,independent,inclusive,justice and green,which point to five fields of rural education：rural students,rural school management,urban and rural relationship,rural education administration and development mode of rural education.The above ideas constitute an organic whole with inherent logic,which can effectively guide the current problems,goals and visions,methods and strategies,organization security and other contents of policy designation about rural education modernization.
