协同发展:推进京津冀区域产业转型升级的思路与对策建议

Collaborative Development: Ideas and Suggestions on Promoting Industrial Transformation and Upgrading in Beijing-Tianjin-Hebei Region

世界经济复苏乏力,区域逆全球化的贸易保护重新抬头,对产业转型升级形成了倒逼的态势。京津冀作为实施国家发展战略的重要区域,能否通过协同发展的合力,推动区域产业转型升级,进而实现区域一体化的协同发展效应,具有重要的战略意义。首先,对协同发展的相关研究进行了简单梳理;其次,就京津冀区域产业非协同的问题进行了聚焦分析;最后,在区域产业发展的思路上,指出应注重区域资源整合,构建区域产业创新联盟共同体,推动区域经济转型,建立财税分流的利益分享机制,并据此提出了相应的对策建议。

With the world economy recovering slowly and the trade protection of reverse globalization emerging, industries are forced to transform and upgrade. It is of great strategic significance if Beijing-Tianjin-Hebei region, as an important legion of national development strategy, is able to promote regional industrial transformation and upgrading through collaborative development. Firstly,this article reviewed the researches on collaborative development. Secondly,it analyzed the non-collaborative problem of industries. Finally, as for regional industrial development, it put forward the ideas and suggestions of focusing on regional resources integration,establishing the community of regional industrial innovation, pushing regional economic transformation and establishing benefit sharing mechanism of finance and taxation.
