摘要 2010年《非金融机构支付服务管理办法》甫一出台,一系列监管文件紧随其后,监管层对第三方支付逐渐加大了监管力度,第三方支付朝着规范、有序的方向发展。但在第三方支付不断发展过程中,客户仍面临着备付金、交易安全、个人信息安全、知情权保障等诸多风险。这需要通过盘活沉淀的备付金、完善对个人信息的保护、加大信息披露、优化支付安全保障、建立多层次的监管体系等措施,为防范客户风险保驾护航。 With the enacting of the "Administrative Measures for the Payment Services Provided by Non-financial Institutions",in 2010, which was followed by a series of relevant regulations,the supervision of third-party payment has been gradually intensified, which enables third-party payment to develop normatively and orderly. In the process of development of third-party payment, however, customers are still faced with some risks dealing with reserve, transaction security, individual information security and the right to know. Some possible measures should be taken to prevent customers5 risks by improving the utility efficiency of reserve,enhancing individual information protection,maximizing the disclosure of information, optimizing the payment security and establishing a multi-level regulatoiy system.
