科技扶贫服务体系建设战略研究:实践视角的框架与机制

Strategic Study on Service System of Science and Technology to Alleviate Poverty:Frameworks and Mechanisms in Practice-oriented View

分析了我国科技扶贫工作面临的问题,认为其着力点可以放在科技扶贫服务体系建设上,从而有助于推动科技扶贫工作进入脱贫攻坚主战场。在此基础上,设计了"国-省-市-县-村"五级科技服务体系及"科技扶贫在线"建设框架,研究了其运行机制,构建出"以人为核心构建服务体系、以科技服务支撑产业发展、通过产业发展带动脱贫奔小康"的科技扶贫工作路径,其特点是"抓服务、抓人才、抓激励、抓全产业链支撑、抓基层科技职能提升"。

The problems, existed in China＇s poverty alleviation of science and technology,were analyzed. Constructing of SSST （Service System of Science and Technology） was an option to overcome these problems, which might make and technology plays a more important role in the whole process of poverty alleviation stratement. A five-level SSST framework and its online platform were then proposed to fulfill that goal. The working mecha-nisms of the SSST were analyzed upon which a new pathway of poverty alleviation via built. The characteristics of this pathway should be depicted as catching of service,experts,stimulation,supports to industries,advancement of local departmental function of science and technology,and demonstration. If theSSST was built in the fu ture,industries in poor areas might be developed, and the poor might become ngly.
